Yes, and it duly reflects the nature of the silencer discussion/debate. Might be the most fact free part of the entire gun capacity/type/configuration debate as gun laws are made. To be clear, I don’t have objections to the California ban on them. The abuse and lack of facts in that process just leaves an awful taste anyway.
