I don’t see why you wouldn’t use the IEA numbers, at least to start with.

Obviously people will try to skirt the regulations and fudge their numbers, this kind of thing happens all the time with any kind of international treaty. But you’re still in a much better place than you would be with no treaty at all.

Anyway, it’s a moot point for at least the next two years.
