only a guess, but I think the CO2 output has to do with the efficiency in which the fuel is burtn. Lower mileage is not just a factor of fuel efficiency, it is also a matter of vehicle size and power-to-weight ratio.

But yes, electric is the way out of this mess, if we had not left Dick Cheney in charge of US energy policy for so long, we might be a lot further along on that.
