I haven’t seen anything yet about who exactly authorised requesting the National Guard.

DC has its own Guard. The DC Guard reports directly to the President, unlike the other three territories and fifty states.

Since they were not federalised for this action, state governors had to authorise sending them, but someone had to request them first.

*ahem* American troops are Federalized, not federalised…that is for British or Canadian troops.
