It was Roger Ailes when he was an advisor to Richard Nixon working out the problems of a GOP TV. FCC rules would not permit it (Fairness Doctrine) and cable was in its infancy with no networks outside the broadcast ones.

Ronald Reagan’s administration ditched the Fairness Doctrine during the rise of cable service, and Rupert Murdoch, with Ailes at the helm, launched FOX News Channel on the ashes of the defunct DuMont Network (Metromedia).
