At best, one could consider Gaza to be a failed state, along the same lines as say Somalia, or a failing state as in Libya, Yemen, Iraq, Afghanistan, etc. Countries that have some civil function in some locations, but rule of law isn’t followed, and lawlessness is an ongoing issue, both for internal and external affairs.

And all of those examples have been subject to military interventions, often spurred by neighbors, with a lot less squawking than is currently going on in regards to the Gaza Strip.

But since this is the Middle East with its convoluted history of imperialist work by European powers, proxy Cold War activities, etc. which does complicate the situation.
