No, there were rifles used in the American Revolution and King George tried/or did (I can’t remember) enact a gunpowder embargo on the American Colonies. Some decree in 1768 (I can’t remember what) was a big impetus for the Revolution.
Firearms were most definitely thought of as “arms” by the founders.
You’re misreading him. He’s not saying that the Founders didn’t see guns as arms, he says that arms also included things like swords in addition to guns.
