Murray thinks that high school should be the last formal schooling for those children who are below average, and that its quality should therefore be dramatically improved. He thinks college should be reserved for gifted students who can actually benefit from it.

For below-average pupils, tenth grade is enough. Many of them drop out after that point anyway. Get them into vocational training where they can master a skill or trade, and lead happy, productive lives.
