Why do you think the story calls them ‘alleged plots’ and notes “There was no way to verify the insurgents’ claims”?

Don’t they always do that? Every time alleged plots is mentioned in a warning from the FBI, CIA, DHS, etc, is your first thought usually that someone was tortured for that information?
