So far all those efforts in Somalia have been unsuccessful, IMO in no small part due to the same warlords that run the pirates. I can not accept the catch-22 caused by the warlords as displacing the responsibility back onto the rest of the world.
The aid goes in, they steal it or destroy it, and now we have your calls for more aid? Time for a game changer. This link shows what has been done. It’s no small effort.

As long as these militants & warlords are in charge nothing will change for the better. We can deter them or remove them. I prefer deterrence from piracy for a start. It’s a case IMO of first things first. It’s too easy to fall back on the catch 22 they created. Further inaction & failed aid programs will not help anyone, least of all the Somali people.
