I can see a long term scenario where a perma ban actually helps Chuck by making a bunch of his insanely over the top creeper racist bullshit difficult to document. Without an easily searchable database of screen shots he could, hypothetically, use this as an opportunity to lay low for a while, mature as a human being and eventually redefine himself.
