My version, fwiw:

1. All self-loading centerfire rifles join machine guns and suppressors in class 3. They could be a less restricted sub-class, 3b or something, but the basics would still be there: Application, license fee, registration, and sign off by local law enforcement. Double action centerfire semi-automatic pistols with magazines larger than 10 rounds go in the same category.
2. Auto-loading shotguns restricted to 4 rounds magazine capacity, 5 in all.
3. No new restrictions on rimfire rifles or pistols, nor on manual action shotguns, revolvers, or single shot pistols.
4. No repetition of the original AWB prohibition on bayonet lugs, flash suppressors, pistol grips, and movable stocks. These are cosmetic/replica or convenience features that do not add to a gun’s suitability for mass shootings. The folding or sliding stocks might help concealability to a small extent but the 26’ minimum length still applies. Let them have their scary black guns. Indeed, why shouldn’t a gun look scary?

These are really fairly mild proposals, but they would still raise an absolute howl from the gun cult. Let them howl. It probably can’t pass for a while but it does shift the debate and puts them in an increasingly bad debating position.

I like your idea of simply moving a broad type of rifle into a pre-existing category. That would work. I would be OK with a magazine capacity restriction, and there ought to be a national buy-back on both high-cap mags and handguns in general. The magazines could go right back into the supply line for the military or national guard.
