You can see that the requests/appropriations were generally approved as is.

From what I can tell, the Executive Budget is generally approved as requested and there aren’t any major changes from the proposed to actual. Obama has requested less than Bush, and is more in line with pre-2001 spending/expenditures. Some of the Bush costs were assoicated with Iraq reconstruction, which is now coming off the books, which is why the budget is returning to its prior levels.
