If we are considering any national sales tax to be functionally equivalent, then it was first proposed in 1921 when West Virginia instituted the country’s first state sales tax.

Did they at the same time include eliminating all other state taxes, because on a national level that si what the Fair Tax would do, eliminate ALL other forms of federal tax
