Again, here are the real facts. In 2008 a California voter with “declines to state” status had only two choices of primary ballot to pick between, the Democratic Party and the American Independent Party. Those were the only two choices.

People in that category who wanted to have any kind of impact on the fall match up at all chose a Democratic ballot. The Republicans froze themselves out by running a closed primary.
