He overlooks the way Tip O’Neil played rope-a-dope and ultimately refused to implement the cuts Reagan also agreed to. This time, we need some non-defense cuts up front, to make sure they are done.

That’s okay, it’s an unimportant historical note today. Let’s see if this congress would dare do the same. I think not.
