FYI: The provision of the Constitution of Virginia simply states “No person who has been convicted of a felony shall be qualified to vote unless his civil rights have been restored by the Governor or other appropriate authority.”

Nowhere does it dictate when or how the Governor goes about restoring the rights.

But…other appropriate authority!!!!!111 The Governor needs other appropriate authority which is US!!!!!111
