Republicans have understood for decades that the base of their party is the uneducated and they have worked very hard to build that base.

There used to be general agreement that publican education in the US was a good idea. That ended with the decision in Brown v. Board of Education. Now that the alignment of the two parties along pro-racist and anti-racist lines is basically complete, Republicans have no use for public education.

Along the way, they have found that the stupider and more evil the electorate is, the better Republicans do in elections. Therefore Fox News and hate radio.
