Some of it is style, some just a matter of giving Bannon time. I mean, you can’t fuck everything up in two weeks. They’ve been trying hard, but falling short. In terms of style:

Beheading journalists — no, he’ll just get them fired and jailed
Chemical weapons — not on the Kurds, silly, on the Native Americans
Child soldiers — well, miners and chimneysweeps, so why not?
Mass executions — not Christians, silly, say no more
Declared a — white nationalist authoritarian state
