How about writing and enforcing existing laws. The money was given to these firms so that they could operate - and most importantly so that banks could get credit flowing. Diverting those funds away from those purposes is a breach of contract to say the least.

Unless of course there never was a contract and the people in DC made a deal with their financial backers - no that would never happen.
