One article I recall said she was using Lotus, and that she was the only one in the office still using it. Don’t have it handy, could be mis-remembering it, but I thought I’d toss it into the discussion.

Aaaand, a correction. I have since found her specific statement that it was Microsoft Access. However, I also found this:

Because some of her equipment is so dated - such as an 11-year-old modem for transmitting data over the telephone and 1995 software no longer supported - and is not routinely getting security updates, her election systems are not connected to the county’s system but are on stand-alone equipment. Which leads me to think it’s Windows 95 and an older version of Access - still powerful, but not as powerful as more modern versions.
