They can measure the cost of electricity based on the quantity of power drawn from the socket. A couple hours charging time wont cost all that much, so it is plausible that to run a quarter mile track will cost a dime.

Problem is that the technology isn’t cheap, the infrastructure isn’t there to support it, and the duration of the batteries isn’t such for long distance commuters. It could work for those people who solely drive less than 40 miles a day, but if they intend on driving distances, they would need a second vehicle (and the associated energy costs of owning, maintaining, let alone the production of said second vehicle).
