Is it possible all this shit is just theatre, so the GOP can tell the rabid base they tried and failed to repeal and replace because evil Democrats and traitors among the GOP stood in the way? IOW, McConnell and Ryan know their mission is doomed, and they’re just trying to save face.

I think they sincerely want to pass something they can call repeal. I think the rational thing to do would be to make bipartisan fixes to the ACA, and claim victory because it was a GOP idea to being with and it took Republicans to get it right. But who knows what is actually going on in the Yertules head.
