imho the definition of terrorism is using violent acts to attempt intimidate a civilian population into complying with your demands - merriam webster gives “the systematic use of terror especially as a means of coercion”

i think the term we want here re greenwald threatening to release documents embarrassing to the uk is “blackmail”

Blackmail tends only to hurt the blackmailed. Teh GG is quite willing to put innocent third parties at risk to get what he wants.

This distinction is at least as important to me as whether or not the harm is direct or indirect.
