Because harassing a woman who is black who might be jogging in the street is something no cop has ever done. Cops in some communities do go out of their way to go after minorities, so yes, it would be racism.

The question is whether this cop would have stopped a white woman in the same circumstances. Raise your hands if you think that’d have happened? Me neither.
