Withholding voting rights from felons varies from state to state. I think it was originally viewed as part of the punishment for criminal behavior, not that felons were somehow unqualified to vote.

I don’t know a lot about it, so my question then would be: If it’s a state’s rights issue, then shouldn’t it only apply to voting at the city/county/state level elections where those laws are in effect, but not at the federal level? Are there any federal laws about it?
