Impeachment isn’t a legal procedure, but a political one. Trump could be impeached without Mueller, but the GOP wont do that unless they have overwhelming evidence - which is of a sort that Mueller could provide. The Senate report is enough IMO to start proceedings.

So where does this leave us? Hoping Democrats retake the House and hold Trump accountable for his actions. The GOP continues to be complicit in refusing to make sure that Trump follows the rule of law.

If the House impeaches, then it’s up to the Senate to take action in a trial. Considering that there’s far more evidence against Trump than there ever was against Clinton, the GOP can’t argue here that obstruction/perjury aren’t high crimes, and those are actually the least bad things Trump and his cronies have done.
