I’m coming in late (hazards of having to do things like, you know, eat), but here’s a thunk:

If we were in a foreign country and someone told us, “Pointing at people is horrible; don’t ever do it, as people take it as a huge insult,” we would immediately try to change our behavior to fit the culture and the locale.

The fact that some people don’t see the picture as racist to me means they don’t understand that there are a larger variety of subcultures in America besides their own. There are people here who see this picture as a huge insult because it is. Just as I would never point at someone in a place where that is disrespectful, i would never forward such a picture that so clearly demeans our black culture.
