Did you read any theories about why he quit for so long (if he did)? Didn’t he go quiet for ten years? Was it the anniversary attention in the papers that got him started again?

I think so. And the cops formed another task force. There were also kooks trying to take credit for his work. Serial killers don’t like that. But kooks were quickly dismissed because they couldn’t give detailed accounts including what was used to tie victims up. That’s one of those thing a person would remember.:)
