That is likely true, and is part of the reason underwear was invented.

I’m not saying everybody should go around naked, there are a lot of good practical reasons people wear clothes. What I am saying is we should stop overreacting when confronted with public nudity. In the case of the woman peeling off her top in among a group of kids, the reaction was extreme and based on puritanical ideas based not on practical matters but left over bias from religion.

People tend to conflate cultural bias with what they consider common sense and assume that common sense should be taken as an absolute.

I agree that the charges against the woman were overkill, but practically speaking I doubt the cultural bias is going to go away any time soon—it’s too deeply ingrained. There have been significant changes in the past 100 years or so, but I just don’t see the taboo on public nudity going away any time soon (and quite frankly, I wouldn’t want it to). I guess I’m just not that liberal.
