He is forcing it in our faces. He wants to be caught, and have us realize that we are catching him breaking laws and we can’t make him stop.

Please stop casting this in terms of strategy, there is none. He’s a blind, cornered, wounded animal just lashing out, incapable of admitting error or retreating from a position once he’s taken it. All he knows is how to double down on attacking what he fears.
