So that means that employers can’t downsize their workforce if they lose a big government contract. This isn’t going to go well.
Not sure it means exactly that. It was not unusual, years ago (when I experienced this), that when a gov’t contract ended and the follow-up contract was awarded to a competing company, a large group of employees would simply move to the new company. In other words, the worker-bees often just kept doing the same work, but now their paycheck had a different logo on it.
That was years ago. I do not know if and how that morphed under GWB. If Obama is merely re-instating the old method then I understand his actions. If it is something new I’m at a loss….
