BRAC actually is a nonpartisan program that takes the politics out of the process since the Congress can only vote up or down on the entire package of closures and consolidations rather than simply trying to protect their own state bases and facilities.

While there is politicking to try and keep bases off the slate, once the slate is complied, Congress can only vote up or down on the whole thing.
