IIRC, The secret service motorcades hit 1 or two pedestrians a year here in the US. People don’t know that they aren’t allowed to stop even for a lady with a baby carriage.

If I were going to rationalize what that driver did I would say that he should not have turned onto a street full of enraged protesters. Otherwise, I’m not going to attempt to find a justification for running over 20 people in a crowded street. He was obviously not the Secret Service so going that route is quite a voyage into the unknown.
