You’ve got the line slightly wrong. It should read “Conservative media outlets, especially Fox News and Sinclair, have been ramping up their attacks on California over the last year by showing the homeless.”

It’s been an attempt to show that California is a hellhole as compared to say Alabama where people live around open sewage.
