Yes, but with the global media and with his prominence, he might as well be.
The reason it’s in the global media is because he was arrested, so I would be cautious about that argument. In that regard, anyone could hit the global “papers” if arrested for “hate speech”, and lead to the self-sealing justification that “well, it could incite someone, somewhere”.
“Clear and present danger” is as good a test as anyone has come up with (thank you, Justice Holmes).
