He may or may not have. If he sold the home 17 months ago, it’d be a bit weird for him not to realize he couldn’t vote there anymore.

However, his rambling, addled statement may mean he’s so out of it and unaware that he really can’t put 2 and 2 together— which would raise the question of why Romney thinks this nutball’s support reflects well on him.

He might have relied on some underling to do the work for him. I don’t know enough to speculate, but I don’t think he was trying to do anything more than cast his ballot. As he’s a US citizen and not a felon, that isn’t inherently problematic. He does need to follow the rules, however.
