If you actually open the PDF and look for the table, it’s about the race of the victim, nothing about the race of the perp. All it means is there were no victims who identified as being of two or more races.

Table 42 relates to perceived race of offender, and has a strange looking 0% for white offender and black victim that is presumably what the wingnut is derping about. That result is flagged with an * for small sample size, so this is hardly “case closed”.
