He doesn’t want to. His whole point was that the US should not take the lead on Libya, but should instead let the other members of the alliance have their turn in the limelight. He’d probably like if that lead other nations to understand how difficult leading is and cut America some slack, though I’m sure he knows that isn’t going to be what really happens.
