No, I don’t think this is a numbers crunching thing. It’s a belief in the crime thing. We have a systemic problem with this and crimes against women. One just has to look at the GOP response to allowing abortions for rape victims.

Legitimate Rape being the most memorable. Many still think a married woman cannot be raped by her husband or a Sex Worker cannot be raped by her John.

Any women having sex outside of marriage is fair game to some and that includes members of Law Enforcement. They simply did not believe a crime was committed and therefore did not report it as such.
