Don’t civilizations break down when the nations in which they exist get pummeled? As far as “extermination” is concerned, the folks who were exterminated were the Jews, Gypsies, disabled and those who opposed Hitler.

In the case of Nazi Germany it could be argued that civilization broke down on Kristallnacht.
