Probably a good idea. I feel sorry for the construction workers across the street since I presume things are a bit miserable, and also a bit more hazardous as well since cold metal surfaces can get you.

I came in wearing a squall jacket and a baseball cap. Then again, I have a fairly short walk and thus can dress lighter than I would if I knew I would be spending a greater amount of time exposed to the elements.

I used to have an insulated coverall to work on my cars in cold weather. I bet those guys have something similar.
