It’s a bad moment for any organization when some new guy shows up and tells them that they’re supposed to spend money to comply with laws. They can no longer claim to be ignorant of the law.

oh yeah “claim” is right because then it further breaks down into groups:

- we didnt know, now we do, thanks for telling us, we’ll do better
- yeah we’ve always known and we’ll never get caught
- yeah we know and we’ll take the risk if we get caught - ie we’ll argue we didnt do it or somehow the rules dont apply to us

the lengths people go through to not be honest
