Chavez was not a tyrant. He stood and won elections. He took some mild actions against organs of the opposition against him run by the old guard oligarchs. I guess if a oligarch can fund a newspaper to flak for him and it gets shut down it’s some sort of black mark but not so much.
One of the telltale signs of a dictatorship is the suppression of a free press. Which happened under Chavez’ rule. Opposition print and broadcast media was almost completely shut down, in many cases violently.
