Use it or lose it.

If you did not use all of your budget, you got a reduced budget. Regardless of reason for not using all the budget.

We had a bench stock level of 50 cotter pins. They were issued in boxes of 100. If the IG caught you with more than 50 you got a write up. So stuff got hid or thrown away. And of course, maintnance schedules also affected bench stock useage. Regulations tended to not be flexable on such things.
