Find out what’s in the wood first. The really bad stuff (Pentachlorophenol) is long out of the system. It might be something inert to plants. I think aluminum is just about everywhere (except Britain) in one compound or another.

I think I’m going to just skim it off just to be safe. I learned a nifty trick this summer when a neighbor sprayed paint chips all over my garden. I have a large shop vac and when the soil is dry I can use it to suck up just the very top of the contaminated soil. It’s a pretty easy and clean operation.
