I imagine they’re going by strength at time of US landfall, since of course the US is the only country on the planet that matters to them. And since Irene was only Cat 1 and Sandy not even that when they made landfall on the US, they’re not “major.”

Fair point, but they started and hit land as hurricanes and were as harmful and dangerous as ‘canes. There are areas in upstate NY and in Vermont that still haven’t fully recovered from Irene. If that’s what Goddard meant, he should’ve said it.
