It’s possible that it was the fluorosilicic acid, which is a liquid and as an acid, probably could do some nasty things to the metal if it sat long enough at the strengths they add it at. Most things at high concentration can be dangerous.

I’m not doubting what he said, just a bit of pedantry. :) All of those additions are just a way to get the fluoride ion into the water - they’ll dissociate in one way or another to result in free little fluoride ions floating around, which will then end up in your mouth and can create an enamel-like substance on your teeth to help prevent cavities.
