I actually think he did straight away, hence the pacing up and down the street. He knows he killed a kid and the only thing he could think to do was CYA…and get all the other PD’s to cover his ass. I don’t know if it was fear of a lawsuit or fear of going to jail (which is unlikely to ever happen no matter what), but from the first minute through right this second, everything they did couldn’t have been handled in worse ways. They escalated at every turn from having no police reports to releasing inflammatory information piecemeal. Everything they did and are doing is dodging and deflecting.
