My oldest daughter was a single mother and ended up getting a 2 year degree on the welfare reform that was “forced” on Clinton back in the ’90s. She then got a Pell Grant, and got a 4-year degree in math and teaching. She now has a Masters.
The combination of welfare reform and Pell grants straightened her life out and she is now useful, productive, and doing as well as a high school teacher can do.
The only problem I have with including Pell grants in the “bailout” is that results are not provided for about 8 years — 4 for the schooling, and another 4 to get settled into a career.
I would not oppose Pell grant increases as a “standalone” spending bill.
